It's not accessible when you go back, so you missed your chance. It's nearly impossible to get into with a starting character.

Basically you missed a bit of starting cash and a tidbit of dad's backstory. No big deal.

You can't get into it at the start, but later in the main quest you can get back into Vault 101 and access it then

Really? Maybe I missed it the second time 'round. Either way, don't worry about it too much. Cash, Holodisk that dad recorded. You're not missing anything that's going to screw you.
