How should I use my Chips before I continue on in the story?

Cash them all in for Pre-War Money at the casino cashier. You'll net 10K to probably more than 15K Pre-War Money, which can be used just like caps back in the Wasteland. With full Barter skill they'll be worth 10 caps each - 100K+ worth of caps in your pocket. 
You'll get complimentary chips and vouchers in the dropbox back in the Abandoned BoS Bunker, so you'll still have plenty of chips to load up on Stimpaks, Weapon Repair Kits and everything else from the vending machine there.
