So, i bought Fallout 1 the other day, and a few hours ago, i arrived in Necropolis, and found the waterchip within.
So, naturally, i thought: "Water chip! Yes! Back to Vault 13!"
I then proceeded to move as quicly as i could back to vault 13.
When i arrived, i entered the controll level, and i could speak to no one, and could not do anything to any computers.
So, then i went to the living quarters. Again, no one would talk to me, and i could hack no computers (My science skill isnt that high)
So, then i went to the main level (Where the big vault 13 door is) And, no one would speak to me. I had the coveted water chip, yet no one wanted to talk to me about it, no one wanted to acknowledge the fact that i found it, nothing.
Have i done something wrong?
Did i miss something?
(Also, i tricked Harry/Jerry the super mutant into thinking i was a ghoul so i could enter the vault, i dont know if that affected anything, but i thought i should mention it.)

You have to go directly to the Overseer.

Once you get inside use the elevator and go all of the way down to the bottom floor, then head to his office north of the elevator (north as in straight from how the screen is viewed).

Go to the third level on the elevator. You should have two rooms on your side and a hallway, go down the hallway. Then go right down to where there should be a woman guarding the armory, if you see her you are going the right way. After you see her continue right past the small room of computers, you should see a man in a giant chair thing. Once you approach it the second quest will start.
