I just had a mod issue I never had before : Fallout 3

Earlier today I started having trouble with Fallout 3 (retail GOTY) not use any of ESM/esp mods I was loading

after reinstalling both discs & FOSE, updating FOMM to no avail

the fix?
I backed up my ESM/esp files (80/421) & deleted the unused files
