Keeping Black Mountain Radio on the air : Fallout: New Vegas

I'm wondering if it's possible to get Raul as a companion and/or plant the bug for the BoS (in http://fallout.wikia.com/wiki/Eyesight_to_the_Blind) without permanently shutting down Black Mountain radio. The wiki has this to say:

Entering Tabitha's control room in the Crazy, Crazy, Crazy quest causes the station to permanently stop broadcasting and become static, even if you leave without killing her. In fact, even if you make peace with Tabitha by repairing Rhonda, the station still does not go away unless you enter the room.

So, to clarify:

If you're unable to repair Rhonda, will freeing Raul and fighting Tabitha shut of the station as long as you never go into the control room?
Will entering the control room AFTER completing Crazy, Crazy, Crazy shut off the station?
