I currently have Skyrim with no DLC and my character is circa level 20. If I buy the Legendary Edition (it's cheaper than the DLCs), will I be able to contine using my current save?

Yes you will. Even if you want to buy legendary, steam will give you only dlc packs not skyrim base game.
