I was not aware there was a key for the armory in Megaton. My son has been playing my copy of FO3 on my Xbox and he killed Moira Brown. My only conclusion is that Moira's key opens the armory. He also has Lucas Simm's key could that also open the Armory?

Out of the dozen times I played FO3 I never had a key to the armory and usually just lock picked the door. I didn't even know there was a key for the armory.

Has anyone else anyone come across a key for the armory or is this a bug?

Simms' key is the one that opens the armory. The town will still turn hostile if anyone sees you using it.

I never knew Simms' key opens the door. I've usually never been on the towns bad side and like I say, I usually sneak into the armory at night.
