Khajiit types

Reading about the way the Khajiit form is bound to the Lunar Lattice at the time of their birth led me thinking that it seems kind of odd that during so many years, only the Suthay-raht were born in Cyrodill and Morrowind (and probably the same for all the games before), seeing that moons change quite often. Not sure how often they mate and how often they give birth but it's quite something to have them all aim for the same moon that defines the most common breed in the region. Maybe it has something to do with the absence of children in the country as well, but that's a discussion for another place...
Or maybe I am completely misunderstanding the concept. Best to hear what you people think.

The only Suthay-Raht thing for MW/OB is gameplay, not lore. It would be too much work to add in all the khajiit forms, as there are a lot, and a lot of them would be unplayable.

The TES book does the khajiit better justice, as it does keep to the lunar lattice thing intact. There was a conversation between Prince Attrebus and either Sul or the khajiit women, who looked like the Ohmes-Raht of Daggerfall, about how she and her Senche mount were actually siblings, though Attrebus was warned to never bring it up with the Senche around. Also, the children and babies were kittens.
