So I just realized they are not moving. They are just standing in white run while risaad is sitting. No tents and such. Is there a workaround for this bug?

In my experience, that happens when you enter that cell just as the caravan has arrived but has not setup camp, or sometimes just got done packing up (btw, these two things you never see actually happen, only the results) and haven't fully left yet. I would leave the Hold, wait a day, then go back. If they're still there, you might want to reload to an earlier save (hopefully you have one).

The tents and the rest will appear eventually.
