so i sent my whole red rocket crew to live in the spec island compund, and ann hargraves never made it. my settlers keep saying they hope i'm there to help, but never give me a mission. i just spent over an hour with preston, and i saved the whole wide world except spec island.

where do they take kidnap victims from spec island? in the past, i just felt like hunting bad guys, and stumbled upon kidnap victims w/o having a mission to do so. i'm hoping i can get ann back like this.

Try go back to Red Rocket, see if someone is there to give you mission.

Why? Because I experienced something similar.

I recruited people, they came to Sanctuary. Later on, I sent them away to County Crossing.

And guess what? One of them walk all the way back to Sanctuary just give this rescue quest. Then they'll go back to County Crossing, which of course, I had to report my success to County Crossing...

Oh, so that's why I have a few wandering settlers. I'll have to try sending them back to their original locations.
