There is one raider to raider dialogue exchange I overheard, something along the lines of: Raider 1: "Did you hear about Sax and his crew [not the correct name]." Raider 2: "What are those A-holes up to these day?" Raider 1: "Whole gang got wiped out." R2: "What!? Diamond City guards!?" R1: "Nope. Word is it was just this one badass broad . . ."
This happens after you complete one particular quest I'll leave unnamed for sake of spoilers.
More of this dynamic, and maybe even a "recruiter" from one of the Raider groups who tries to enlist you as a mercenary to take out a rival gang would be cool.
At some point, the Raiders of the Commonwealth are going to realize they are an endangered species with this "Lone Wanderer" chick/dude on the loose, and developments reflecting preemptive action on their part would be cool. Could be semi-scripted ambushes. Raids on settlments whose true goal is to flush out the Sole Survivor so he/she can be ambushed, etc.
Three girlfriends, two boyfriends, two dogs. Plus I'm level 115. If a deathclaw has the sense to run away from me, a raider should be smart enough to keep his mouth shut when I walk by.
Isn't that the problem though? They set up all these notes and situations that make you want to get involved with the raiders but it's all just ignored for combat mechanics creating a feeling of disconect.

I want the grieving raider to just say "not now" I want to bet on the combat zone and the races with my luck influencing the result. I want to help the one raider try to find her sister in the brewery and be learn about the news I'll have to deliver.
I like this game a lot but it likes to hint at an even more awesome game it doesn't deliver.
It'd be nice if there was a point at a certain level or x number of people killed where you can take a previously hidden perk that makes some groups of enemies just go oh [censored], it's the SS im so not fighting this scary mofo and you can just walk straight through them without a problem. they back away from you and let you go. If you attack one all bets are off and ofc none of this would apply to super mutants or higher level guys or ghouls and it wouldn't even be all the groups. Some groups would be stupid enough or confident enough to attack you while others wouldn't. It'd just be nice to be able to walk into a place without immediately being shot at after having completely demolished dozens of groups of raiders. Like terminals will update when certain raiders have been killed. After a few of those wouldn't they get the picture?
Bethesda does this every game. They leave all sorts of notes, books, terminals, and conversations, from the various raider/bandit tribes because they acknowledge that these are people, who have lives.
However, that does not negate the fact those people are bandits/raiders, who, by definition, attack others and steal thier stuff for personal gain, and you are just some guy wandering the wasteland, and thus, their target.
It's implied that raiders are also cannibals or tolerant of cannibals. They also mutilate corpses and decorate their sleeping quarters with bodyparts.
I wish they were greyer in their morality than that, but let's be honest, Fallout 4 made them really evil.
Not justifying just gonna say, the bodies are usually other raiders who crossed the gang or people who fought back. Theyre there as a warning to trespassers. As for cannibalism, not everyone can be a farmer and its eat something or starve, desperate measures will always be taken. Its human instinct to survive at any cost
Only times I really feel evil are when I inhale 20 Jet canisters consecutively and clear an entire Raider safehouse slaughtering everything that moves in Slo-Mo with a bayoneted shotgun. Then you are like the Shrike from Hyperion, invincible and flaying everything that moves while time has been stopped. Its kinda unfair, but hell, I need to level up one way or another soo..."Huffs"
