I mean, the kilt is much better than linen pants or anything like that...or just generic regalia like that of Scotland or Ireland...preferably Scotland for me but u know.... it could be like the colors of the mages guild or the fighters guild or whatnot....be a form of heraldry like in the clan system in Scotland.

It wouldn't be that farfetched. Nords had a Scottish accent in Morrowind, so they at least have some Scottish inspiration.

This sounds totally like Braveheart. Nords with warpaint wearing kilts shouting "FREEEEEEEEDOOOOOOOOOM!!!!!!!" and we know Skyrim is in a separatist civil war.
Coincidence? I think not.

Kilts will be a must for me in Skyrim, even if I have to mod them in myself.

Ah yeah, well perhaps we will all get lucky and it will be in the vanilla game. It would certainly fit the settings, given the Anglo-Saxon and Celtic basis of the Nord race. Its actually somewhat surprising we have not seen it yet in a game, apart from the "imperial skirt" from Morrowind, but that hardly counts.

Also on a somewhat related thought, what about more historical small blades such as a traditional Sgian-dubh or a dirk? Or, in a more Scandinavian form, perhaps a http://en.wikipedia.org/wiki/Seax?
