I was also in the middle of working on the vanilla main quest in Kvatch. I'm supposed to find her lost brother Rollo in the refugee camp near Kvatch. For the life of me, I can't locate him anywhere in the camp.
What am I missing here? Does it matter if I have completed the "Finding the Heir" quest already? I figured as long as the refugee camp still exist I could do the quest but I don't know. Suggestions? Comments?
Edit: Heh I kinda opened up the CS to see exactly where this fella is located and he's not where he's supposed to be from the spoiler document.

He's in Fort Linchal north of Kvatch. I don't think I'll be completing this quest anytime soon as it's full of necromancers.
