Just curious, what made you think you'd have to go to Bruma? You shouldn't even have to leave the Elven Gardens district for the quest, aside from your visit to Phintias in the Market District and possibly for talking to Elven Gardens residents who could travel to another district during the day.
One of the characters (the girlfriend) in her dialog stated that she kept the book next to her bed to read while her boyfriend was in Bravil. She also said that she often went to Bruma (so did the Wiki.) Since there was no book near her bed (no table either) and no where else in the house, I tried the Jerralview Inn where she stays when she is in Bruma.
BTW there was no scroll anywhere in that small tunnel. lots of broken crates and a couple of active "Battered Crates." There was one that looked promising—had some dishes on it, but no scroll. I finally just used the console.
There is something about my particular setup where things just go missing. I have Duncan Stormfallow as a follower from another mod and he continually goes off on his own and I have to bring him back and tell him to follow me. I keep having faction conflicts with him and Shadowmere and every once in a while when he goes into the King & Queen everybody attacks him. :stare:
Anyway I finished the quest this afternoon and that brings up another niggle.
I specifically did not do Hircine's Daedric Quest because as a good Knight I refuse to kill a Unicorn and I didn't finish Clavicle Vile's because i wanted to keep Umbra as a zero weight item. Your quest forced me to do both.
Vile was easy to get around as I simply refused to give him Umbra and then consoled it back to a quest item with no weight. I anticipated a more difficult time with Hircine but when I got to the grove the unicorn was already dead :cryvaultboy: At least it saved me a crises of conscience. :whistling:
