ive searched and searched for an answer to why this weapon isnt appearing when i go to get it, im on xbox, level 30 when i went to look for it, only see the 2 mini nukes and fungus, ive reloaded several games, even going back almost an hour to before i traveled to the location, never there, wondered if the 4 different computers effected it, went through, looked at every single entry, played everything, still nothing

Is it possible that your companion may have picked it up? Sometimes they like to loot good weapons laying on the ground.

Take Dogmeat with you and ask him to look around. He might be able to sniff it out.

If you have already found it on another enemy, it won't appear in the location you have just visited. From the wiki...
