First off, Thank you for posting your questions and concerns in a respectful and cohesive manner. The last Poll concerning the CE was rather...Colorful in his approach to say the least.
Being part of a Dev team, I notice a lot how people blame the games developers for things like this. Especially when they themselves know so little about the actual processes involved. I'm not saying OP is doing this, but I have seen some others in this thread and elsewhere that simply don't get it, or simply refuse to accept that they can't pass the blame onto Beth.
Bethesda did request that the Pip-boy Edition should be limited to 1 per customer. But ultimately they cannot enforce that. Some may uphold it, Others may, out of incompetence (Like the gamestop manager guy) let people get away with it, and others simply just won't care. It being an international product makes it impossible to regulate these things, even if there was a law against it in any one country. And even if Scalpers weren't able to grab more than one, those copies they would have bought could have just as quickly been grabbed by a different Gamer somewheres else. 1 per person still wouldn't guarantee one for everyone.
The fact that these products are done by manufacturing companies, with Schedules beyond Bethesda's product, has already been touched on. I don't think I need to dive into the logistics, shipping, manufacturing time and processes at this point in the discussion beyond what has been said.
All in all this CE has been done like any other, Bethesda actually stated they've made more of this than any other CE they've done, even. The difference, and inconvenient truth of the matter is this one was a particularly interesting product for a massively popular game, presented at a Major gaming event with thousands attending, and Hundreds of thousands, if not millions more watching online, and the sheer number of online Vendors with little to no regard for the companies request to limit copies caused them to sell extremely fast.
