I mean, really. Every game in the history of games has ladders. I mean, The first Donkey Kong, with Mario (or was that the first Mario, with Donkey Kong) half of what you do is climb ladders.
Daggerfalls "climb" system basically allowed you to climb ladders, anywhere. I can't imagine it's hard to script an object with a 2-D ladder texture that enables the same ability. Not saying that would work so well for Skyrim, but the point is, everybody does ladders. Oh yea, and the engine is based on Idtech 5, if I'm not mistaken.
