This will have the same goals as the Fallout 3 version:
1) Encourage specialization and unique character building experiences
2) Make choices in primary statistics more important (similar to Fallout 1 & 2)
3) Make your character less front-loaded and all-around good to start out
4) Make all perks at least moderately desirable, and more fun to use
It's actually a bit early to say what in particular will be tweaked and how. I'm looking at re-balancing for perks each level instead of every other, a wider variety of perks (and traits), more weight for primary attributes, and uncapping primary attributes to allow for bonuses (if needed of course).
I need to get a feel for the game before taking any course of action, so no ETR yet. Overall, I'm liking the feel more than in FO3 and I'm guessing there will less things to tweak for the better. There's always room for improvement though.
