Landscape editing: water on elevation

Hello

Is there a way to create rivers or lakes in altitude? For example, to create a river like Odai near Balmora but at the top of a mountain, not a level 0? Any way? (in exterior cells)

There was a wter resource that did something like that, but it wasn't real water. It was like the waterfalls and waterspouts that give the illusion, but you can't swim in it.
