I'll assume yes. If not, then I don't know what to say.
I mean, there are tons of ethnicities at Splash Damage.

They might even have someone from every major country working there.
If I was Russian, or Chinese or w.e, I'd be mad if the voice actors sounded cheesy.

Because if the voiceovers sound like one guy trying to sound like a bunch of different people,
or they all sound like someone with an English or American accent trying to sound like someone with a different accent...

This is very true. The company which is developing this game has a very diverse team in terms of both nationalities and languages. I would be very surprised if they didn't have French as an option during installation.
