Am i just screwed? Which is my assumption. But I am just finding it hard to believe there is no fix for this.

After delete your Skyrim.ini and SkyrimPrefs.ini files. (Location: C:\Users\*YourUserID*\Documents\My Games\Skyrim)
What GPU do you get, in the Skyrim options menu, if you start the game under Graphics Adapter ???
You might have to force Skyrim AND Skyrimlauncher to use the AMD GPU via the CCC.
Yeah, that's what he should do. Making a Skyrim profile (with whatever executable he prefers), assign the exe file and make it run on High Performance mode.
But he hasn't figured it out how.
If still having issues please run dxdiag.exe and post in spoiler tags the full report.
thanks mark. Still makes no difference. Just so you know that im not retarted I did use the the ccc confiig to make it high performance for skyrim. However thanks to your assumption that I am idiot I'll let you get on with your life.

No one thinks you're stupid. It sounds like it still isn't working? 5 fps definitely sounds way too low with a good gpu. Best thing to do is post a dxdiag.
Are you using mods?
How should i possible know, what adjustments you have done on your CCC panel, in first place ???
So, i suggested the most logical thing to do. Assigning a Skyrim profile, and running in performance mod.

he was just giving the most likely fix, to which if it doesn't work you can tell us that and we can give you another possibility...
however as others said, easiest thing would be to post us your dxdiag report, that way we can use it to give you some better advice
