Law Enforcement system for TES:V?

Okay, so the law enforcement system in Oblivion was... annoying at some points, especially in quests dealing with the Dark Brotherhood and Thieves Guild. If I wanted to kill somebody or steal something, and a guard was in my way, I would always have to worry about killing him and my bounty automatically rising by a certain amount and all of the other guards around him going into an unrealistic frenzy.

If I kill a guard and there is no one else in the room to hear/see it, and no one comes in to witness myself standing over the body, I shouldn't get a bounty for it! I know this same kind of "automatic punishment" for killing law enforcement is apparent in other games like Grand Theft Auto and whatever, but I hope the developers for Skyrim do something different this time around.

What do you guys think? Should they change the way a bounty is added when guards/other people are killed by your hand?

*Also can you guys think of any other annoying aspects about Oblivion's law enforcement NPCs that you do -not- want returning for Skyrim?
