I was curious if anybody is using http://www.tesnexus.com/downloads/file.php?id=27009. It's described was "version 0.1" on TES Nexus, so I'd expect bugs. But there are just a few comments, and those are either neutral or positive. I've been using another buffer purger, but it's one I have to set manually when I enter the game, and that's not ideal. The delay before purging buffers with this one seems pretty good.

No one? I suspect at least a few people use some means to purge buffers, and I've seen this one mentioned in a couple of places.

Don't know; I've seen a lot of criticism over the last year of Streamline. I tried it, briefly, and never noticed a difference. But since I'm running (like you) a lot of script-heavy mods, something that purges buffers from time to time would seem useful. And if the mod delays buffer purging for X seconds, all to the good--unless, of course, you decide to switch cells at that same X number of seconds.

A lot of people have trouble with Streamline from not configuring it correctly or using it without knowing what it does. Use the tweaks suggested on the sl.ini page of my site. Raise the buffering intensity by reducing the number from 4 to something lower if you want SL to really work its butt off.

I'm more likely to stay with something simple for the nonce. Though it's curious nobody else has commented upon buffer purgers, much less LazyPCB.

I think it is simplest to just use the multi-functional utility mod, Streamline.

Streamline is pretty straightforward if you're not using the fps management feature. RTFM, you'll be glad you did. I couldn't play without the fog feature.

I meant the individual ranges for the graphics options. Those need to be tuned for your system. The min/max fps settings are straightforward, obviously.

Oh, well that is only if you configure it. I do not touch anything other than the distant fog settings because I changed the uGridDistant count. Of course you can make a project out of changing a mod with that many INI settings. ;)
