Just a thought. The ability to construct lead housing that grants +1000 Rad Resist while inside for protection against Radiation Storms.

Would look similar to the walls in Recon Bunkers and Vaults.

Could be crafted with concrete, steel and lead. Could also have glass windows.

Sounds like a decent mod providing that a mod that introduces a more interesting weather system is used as well. Never found Radiation Storms to be an actual threat, but that could be due to my difficulty level.

I use the mod True Storms http://www.nexusmods.com/fallout4/mods/4472/? Its pretty good.
