Is it legal to...

Create discs with mods all set up in order and everything so that all that a person has to do is load them into their pc's?

If it is people should do this because I'd buy them, like a immersion package that has all of the standard survival mods in the proper order,I'm sure that people can make lot's of money because there are people without computer knowledge that are too intimidated to even try or people like myself that don't have internet access to download the mods themselves.

I just built a gaming pc primarily for Skyrim but I also just moved before I could download the mods so because I don't have internet access yet I have a brand new pc with Skyrim but no mods yet.

No. It is absolutely not legal to sell discs with mods on them. It would also not be legal to distribute such discs for free, unless you obtained permission from each and every mod author whose mod you put on the disc. Distributing by a disc is subject to the same rules that apply to distributing by allowing them to be downloaded -- you cannot sell mods (violation of the Eula) and you cannot distribute someone else's mod without their permission (violation of the mod author's copyright).

You can do mod compilations with an automated installer, but you need to get permission from each author and you cannot charge anything for it. There is a Morrowind mod compilation known as Morrowind Graphics and Sound Overhaul (MGSO) 3.0 that is distributed exactly like this with an executable installer, but it is free and the author got permission from all the contributing mod authors, which is a painstaking and incredibly difficult process since most well known mod authors do not want their work included in a compilation.

Also, such compilations become out of date incredibly fast so they are a pain in the keister to maintain.

It's perfectly fine to put mods on a disc or USB drive and transfer them to another computer for your personal use.

That solves your problem of getting mods onto a computer with no internet, but don't forget that you also need Steam on that computer to install Skyrim.

But as for your other ideas, no. Selling mods is not allowed.

I actually did this for Oblivion when I had no Internet for a few months. I would go to my cousins house and download mod .zip files onto a 4gb thumb drive and take it back home to my pc.

This.

Step:1 research mods you want to use

Step 2: get a flash drive and laptop and head to Starbucks.

Step 3: download mods onto flash drive

Step 4: take flash drive home to PC with no internet and install

Also dl a mod manager on to the flash drive and take that to the PC as well. You'll need it

Oh, yeah, personal use is fine. I keep backups of all my mods on an external hard drive and routinely transfer mods from my laptop to my PC rather than downloading them a second time.

Edit: I second ImBatman's great suggestion of downloading at starbucks or a friends place, wherever you can get internet access and saving on a thumb drive so you can install later on your own PC. I download all my mods manually and keep backups of the zip files.

Just be sure, if you're going to use someplace like Starbucks or a net cafe, that you scan for viruses before you use the stuff on the stick....

To add to what the other's said... IF you have the laptop and the local library has good internet that's also a choice.

I use my cell phones hot spot as my internet... it mean's watching data but it's also an option. My bill can go up and down like a yo-yo depending on if there are any large mod's that I want to download. For instance, I am waiting on a mod right now that I know is over 1GB, which for most people isn't an issue, but for me, it can be.

So that is an option as well, you just have to decide what mod's are most important to get..... The 20GB's that my satellite internet had ( I no longer have that company ) went in the 1st day of downloading the "necessary" mods and updates... thing's like The Unofficial patches ( before USLEEP) SKSE, LOOT and some of the thing's I wanted... I was not able to get a few thing's I really really wanted until the next month... but that's the way the cookie crumbles.

Wal-Mart and other large retailers sell Hot-spot's and data card's to go with them... which I had thought about, but GB vs GB my cell data is cheaper... but it's another option IF you can't use the phone or anything else. Again you will have to budget your data use. Just one warning, they use cell towers for signal, so if you are in a place that your cell phone doesn't work good... the Hot-spot's won't work either. ( though I had one that I used going down the road in a Semi... yes it lost signal... but 98% of places it worked.)
