The video artifacts are in the video only, and not in the game. Just haven't figured out how to setup OBS correctly.
NOTE: I am running the game through Wine in Linux.

So I figured out the problem and I will post here in case anyone else has an issue like this in the future. Changing bDeferredShadows=0 from =1 in the skyrimprefs.ini (In the documents\my games\skyrim\skyrimprefs.ini) file did the trick
