I think it still happens.

Probably just a bug. Similar to how Skjor will come back to life again after the Companion's questline.

Same. I have extra sets of armor and swords just for my fellow Stormcloaks ever since they started to appear again.

I give the stormcloak prisoners a 1 hit kill iron dagger.

I imagine it to be a rare encounter.

Ever notice that Stormcloaks are always being taken as prisoners?

Stormcloaks don't take prisoner, they wipe them out.

Also, I saw 2 in the last 20 minutes.

He never said they do.

He's wondering why it's never Legion soldiers, I told him why.

Stormcloaks believe in an honorable death during battle.

I don't think Imperials would really care considering they don't go to Sovngarde.
