for example- a kick function, some algorithms for kicking. a key that makes you kick. a set of kicking animations

Well in Oblivion I was disappoint by some skiils and power attack what we do in Hand to Hand Combat, most of martial artist will kick enemy instead of mauling on them with two hands, thats looks good for Orcimer and Nord but funny for small Bosmer or tall Altmer.
So we come to different question why not add some race specific Hand to Hand moves, for power attack at last?
Tood say thats races no anymore equal and more unique, I think it logical add some race (and if possible gender) specific movements thats will make races more unique, as well will demonstrate how well Developers improve animations and how good Havok Behavior was applied.

Well I believe developers will not do again the same mistake and make all two handed weapons use the same animations as well one handed will also have specific ones and long sword will has different animations then dagger has, guys there is 2011 year not 2000 having such mistake now its strange, as well there is competitors who can add such variability to game, potential customers now check videos of gameplay before buy so make some eye candy combat variations is must.
Thats isn't hard now modders do this for Oblivion, you are all skilled and experienced game devs team, you have powerful tools have new middleware technologies.

There is many games where climbig was done very good, some one say thats some devs like Shadow of Colossus, thats game has nicely done climbing, why not take it as inspiration for some features?
Skyrim has so beautiful Mountains, thats great places for exploring Z axis, such places can have hazards like Cliffracers who will try attack player while he climbing, powerful winds trying blow players from cliff, natural traps like icicles and slippery ice, I don't think all Mountains has steps thats looks to ridicules.
Besides climbing was an skill Daggerfall why not add it as perk ability to Athletic skill?
Using it will drain fatigue when used, NPC can use it automatically to reach player at high places instead of just stay take shoots from player.
Make game more interesting by adding new axis to explore, such option can work with magic also how about Spider walk Alteration spell for Nightblades and shady mages?
Well better decide what new spell effects you want to see, make some decisions.
For me will be awesome if devs will return old ones at last and script effect.

to tell you the truth, i would like to see a variation in the combat system, maybe once in a while they could use a shield bash, or a punch, or even a kick, makes it look more barbaric.
Well kick is major feature medieval fencing so it fit well to any combat styles not only to barbaric one
