But well, yeah, "ourself" should be the Faction. But in that case we should have something like a Yes Man from Fallout New Vegas

Rescued the civilians that evacuated from the institute and relocated them. The amount of quest , rewards, or something depends if you evaluated them or in his dying moments "Father" trigger a silent alarm for evacuations of "Key" and "Chosen" individuals and their staff.

If you want "your" faction to be you running around saving everyone's bacon then I guess so.

I'm talking about a complete overhaul to the settlement system allowing you to assign and equip patrols, raids, etc. set policy like goul friendly or KOS. And have the wasteland react to your decisions and actions. Play the benevolent leader bringing peace and polrosperity to the wastes? Gunner groups and raiders organize to bring you down. Bring order to the waste under your iron heal? Freedom loving Minutemen everywhere react with an insurrection. Run a slacker group capturing settlers using the pacify perk and face a revolt, or underground movement, create a raiding settlement growing nothing, but living in raids of other settlements? Face the wrath form those turf you are muscling in on as well as the settlers.

Basically like the mod High King of Skyrim you mean.

But in this case, will "remove" the RPG, and change the game in a sort of strategic

Haven't seen that mod. I would argue that it would add a strategic side, not replace the RPG. If anything the choices you make as faction leader would enhance the RPG elements.

I guess, if we could see some not mutated creatures. I mean if even the cats survives the atomic blast, so what about for some cows, chickens, or even horses and stags?
