Let's Talk about Armor Balancing

Why has an armored Hat more defense then a full Leather, Metal, Combat Armor Set?

With armored Hat + armored Vault Suits alike you have freaky over 200 Ballistic and Energy defense. With all my bad armor i have now 340 Defenses and only radioactiviy defense is 15.

Why are not all Powerarmors as good like others? They should all get the best stats with crafting because the Powerarmor is only about the Look and the Enklave Powersuits looks bad so it wasn't on the Fallout 4 Cover but has the best Stats? How can a developer give one of the most badass Powerarmors (The Raider Powerarmor) the worst stats and less mods?

I just found the enclave power armor, I feel like the Hunchback of Notre-dam while wearing it.

I love the raider armor as well, but it makes sense that the stats are godawful.

Its PoS armor that has been abused and rusted and repaired with (probably) mostly duct tape. Its a miracle it even still works.

As opposed to X-01 which is supposed to be the best of the best (so of course it will have the best stats)

I think the armored hat is a bug, considering so few of them can be balistic weaved. Just don't use it.

Most armored outfits (i.e Kelogg's outfit and Minutemen General's outfit) need to have more DR to put them on par with leather/combat/metal. As it is they're really weak, only the Silver Shroud Armor (once upgraded) is close.

Ballistic on hats isn't an issue. The issue is base DR on actual armors is horrendous. It almost seems bugged. A full set of upgraded combat armor should give 300 resists. It's a mess.
