So does this mean with no level cap i can just completely max out a character given the time or will there be some form of cap?
In the same way you could max out everything in Skyrim too, yes. It just takes forever.
I think Beth is making up for only giving us 20 levels in fallout3, not including the dlc which added another 10. All is forgiven
Full SPECIAL (43 levels) is easier than full max (>300 levels)
i'm sure some bonkers folk will actually do it.

I'm actually going about this in a slightly different way, which is also much less XP intensive. I will be playing as both protagonists using two separate batches of saves, one for a male character, and one for a female. Between the two, they will be using every single perk on the chart, but with no crossover. The male character will be using 37 base perks (plus all ranks), and the female will be using 33. I may change things up slightly, but the aim is to keep everything in context so that all perks fit each of their personalities and playstyles. The advantage of playing in this way is the reduced XP cost, as well as giving both characters definite limitations. For example, my male character will utilise a very 'old-school' approach, including hunting for food rather than using stimpaks, and will make use of single-shot ballistic weapons, as well as infiltration and explosives, whereas my female character will be very tech focused, and will use chems, hacking, energy weapons, heavy weapons, power armor etc.
Let's say that my male character would need to level up 160 times to reach his target (taking the 7 stat bobbleheads into account). According to my estimates, this would require 1,287,900 XP. Similarly, lets say that my female character would need to level up 140 times (it would actually be 139 if neither of them shared any perks), this would require 986,900 XP. Considering the total required for one character to achieve the same feat, which would be 4,605,500 XP if they take all 7 stat bobbleheads, you can see that this approach is a lot more feasible, with the total XP needed for both combined playthrough being more than cut in half.

I am intending to do something similar, but I don't know if I will be able to work all of the perks in there. We'll see ... I'm going to give it my best shot.
I couldn't care less about leveling or SPECIAL max.
I just want to play a good game.

I don't foresee a problem with it really. It will take a REALLY long time to max everything if you do it legitimately (no mods or console commands). As others have said, you'd have to gain hundreds of levels, and each level XP requirement would exponentially increase. We're probably talking 300+ hours or more on a single character. Which if you do that to max everything - good on you. I'm just going to start a new character to experience other SPECIAL builds and perks.
As a bonus, it will be nice to never have "wasted" XP. You'll always have a reason to get more and get better.
Even if you do grind to get everything what can you do once you reach it? You'd have to have already done all the quest, random encounters, found all spots on the map...
There would be nothing to use your unlimited skill set on.

I did do it in Skyrim on multiple occasions.. however, there were certain exploits that made it easier than legitimate leveling. I don't think I ever did a legitimate leveling. No mater how hard I tried I could never get restoration leveled without just standing around in an area that injured me while I healed myself.
However, since Fallout has no such restrictions to where you can put points I think the only problem will be finding enough xp to take you to that level. That will really depend on how re-spawning is set up, if respawn rates are low and you really need to grind to get to the top, you're going to be doing a lot of waiting around for xp.. .. and of course you'll have to plan a bit.. Like you wouldn't want to take all those fun charisma perks until last since you'll have to really concentrate on killing creatures instead of befriending them.
I'm just looking forward to my first playthrough and just seeing how high I get during that without trying to max out a character. My even trying to max out a character will totally depend on that first playthrough and seeing how possible it even is.
My only real "goals" for now will be getting the sum of my SPECIAL to 40, like all of the prior Fallout games, before level 50. My absolute long-term would be to try and reach level 100 - beyond that I don't care.
