Level-dependent spells in mods that go beyond Lv 25

I noticed that for some mods, monsters are levelled to somewhere near the player's level.

But enchanting certain spells like Frenzy will affect NPCs at a maximum of level 25.

Is there a way around this? I looked at it in TES4Edit but don't see anything about the level limit there.

Do people just stop using these spells when they get to a certain point in the game?

Easiest workaround is to edit the http://cs.elderscrolls.com/index.php/FMagicLevelMagnitudeMult game setting, most magic overhaul mods do this.
