I disagree. Why would Obsidian have perks like Hand Loader (requires 70 Repair skill to acquire) available at level six? Getting 70 points into a skill by level six would be extremely difficult.
With high INT and Tagged Repair, I don't see 70 being improbable. At a rate of 14 skill points per level (assumes 8 INT, 10 starting skill points per level, +1 skill point per point in INT), you get 70 skill points. This assumes you haven't gotten the Educated Perk at level 4 (+2 skill points per level), or read any repair skill books (possible since they're rarer). Now take those 70 points, add them to the base skill you get from SPECIAL (21 assuming it follows the Fallout 3 formula and 5 Luck, but 13 if INT is nerfed for that, too- I doubt it will be, though). Oh, but don't just add them- remember that Repair is tagged, too, so add 15 (if they kept it like in Fallout 3).
Sure, you'll have to be dedicated to repairing stuff to get it at level 6, but it's possible. It's a great early Perk for people who are focusing deeply on one field. Alternatively, you can always get it at a later level. There are plenty of good Perks for other characters at level 6, like Toughness.
