I'm on level 4 now I think it was, 4 or 5. Every time I've got level up so I have skills that I can share that I want. When I've done it, so I get 1 return Perk as I can choose between a few ..

But the last level up I'd now say it was from level 3 to level 4, I got no perk that I could choose .. Got the only skills that I chose ..

Can not choose 1 return perk every time you levels up? As perhaps you get that?

You get perks every second level.

But remember I think I got the perks every time the 3-4 first levels?

In New Vegas you start at level at level 1..
So the first time you level you get a perk as this is level 2.
The next level, level 3 you won't get one ( unless you suffer a bug, or are on a pc and have installed a mod ).
Then at level 4 you will get another perk to choose from.
Level 5 no perk.
Level 6 a perk....
Level 7 no perk...
Level 8 a perk...
And so on.

This is unlike FO3 where you got a perk every level.

So if i is on lever 4, i will have 2perk??
Maybe it was lever 5 i come to, and then i don`t get perk...

At level 4 you would have two perks, at level 5 you would also have two perks.
Once you hit level 6 you will be able to pick a third perk, you only get a perk every two levels..
It doesn't take a genius to get this concept.

Let me phrase it a different way. (We are all telling you the same thing.)

You are granted a Perk only when you reach an even level:

2. 4. 6. 8. 10. 12. 14. 16. 18. 20. 22. 24. 26. 28 and 30.

There are 30 levels and you can choose 15 Perks in total. (Including Intense Training which grants you a SPECIAL point)

Remember there are also Perks granted by Companions, and Perks granted through Challenges. There are special perks granted through Implants, which are available to purchase from an NPC in the game.
