To implement its ranking/unlock/assessment system, the game should store all the data relevant to your progress in the cloud, but it doesn't. Some things are saved locally in, of all places, the singleplayer profile files located in C:\Users\<username>\Saved Games\Crysis2\profiles. If the cloud and your hard drive get out of sync, the system misbehaves.
Usually the local files get deleted then re-created from scratch, while the player is still "level 50" in the cloud. Perks not rewarded, dogtags not earned, assesment groups not unlocked are the most common and annoying behaviors. You have the opposite case, and are suddenly level 1 in the cloud, according to the game. Even worse, some parts of your cloud data still think you are level 36!
I have no experience with your case, so cant offer any specifics, only the absolute certainty that things will be kind of wonky.
To start over as urban-grilla suggests,
1. Delete your SP profile:
(C:\Users\<username>\Saved Games\Crysis2\profiles\default\*.*)
2. Create a new MP character (gamesas.com account) from the in-game menu.
3. Kick ass and enjoy that higher kdr
