Level scaling quests question

I'm not sure I understand the "quests scale to your level" issue.

I'm enjoying the misc quests and thieving quests...I'm level 29 and just started the dragon chain (I guess this is what's considered the "main" quest line). I'm climbing up the big mountain (with the stairs) now and realized something...are the quests going to be ultra easy because I'm lvl 30?

It seems there are easy wolves and trolls on the way up.

Major Dungeons automatically level to you upon entering them for the first time then lock down (This includes the level of the loot), in outdoor areas they follow the Fallout mechanic where certain areas are leveled to a certain level at all times (or within a band of levels). however depending on your equipment your level may become inconsequential as if your toting dragon armor at lvl ten you'll be untouchable for alot of the game. wolves will always be relatively easy while Frost trolls, they can be a pain. Difficulty is also a matter of opinion if you find it too easy crank the difficulty up a notch. Beware the dragon priests though they can remain tough even on the easiest difficulty, just putting out the warning (listened to a friend playing a mage complain that the thing was invincible for a half an hour until he beat it.
