How do I get above level 70 and upwards? I realy want to try my hand against a legendary dragon but they are not showing up for me as I am too low level. If I make a skill legendary will that allow me to level up a few more levels ?

Yes. Just use a skill(s) you can re-level quickly with little effort.

Try making your skills Legendary, throwing money at trainers for skills you don't need, or use bugs/glitches.
