I've built up the various settlement shops into Tier 3 Emporiums, and I'd like to find the Level 4 vendors to have them take over.

However, all I can seem to find on them (The Scribe, Smiling Larry, etc.) is that they are "random encounters."

My question: Where can they be randomly encountered? Is it certain settlements, certain areas...? Any guidance would be appreciated.

Some of them aren't random at all (Vault-Tec Rep). I tried teleporting to The Scribe before via console, and he's stored in a room with no windows/doors called the "Quick Test Cell" with a bunch of other randomly encountered NPCs. I assume he's either a copy of The Scribe used for testing, or he's stored there until certain conditions are met, then put back there when those conditions are finished.

I would post a link to a guide that lists all the tier 4 merchants, but apparently links aren't allowed. Google search "fallout 4 merchants you can hire" and click on the second site's (segmentnext) guide.

Also, if you click on the link to the random encounter's guide towards the bottom of this guide, it suggests that you can find Rylee initially at the Longneck Lukowski's Cannery. That's all I really know. Hope that helps.

Hey, thanks, that guide was helpful. I do have the level 4 vendors like the Vault Tec Salesman who are found in static locations, but the random ones have eluded me so far.

After reading that, it sounds like they are truly random. I've met their criteria for appearing though, so I guess I just have to get lucky.

If anyone has had any success, let me know where you found them.
