What level do you need to reach to get the best possible leveled rewards? For example waiting till level 30 would give you the best version of http://www.uesp.net/wiki/Oblivion:Spelldrinker_Amulet.

I'm basically trying to efficiently level a character to see how much I can max them out. Rather than totally max out before I start questing I'd like to know at what level I can safely quest without getting into a situation where I could have gotten something better had I waited.

All gear is maxxed by lvl 30. Bear in mind that your character can wear only so much stuff and a ring that boosts, say, Blade and Block by 15 points is useless if these are at 100 already.

Some quests give fixed money rewards so you can do these early. Arena, for instance, or Thieves' Guild line. Daedric artifacts aren't levelled either.

Note that some items max in value before level 30.

Also some reward items, like Daedric Quest rewards, are not leveled. Though there may be a level requirement to start the quest.
