Leveling mods, and prettiness-mods without a performance hit

So, I'm fixing to mod the Oblivion out of my Oblivion again, as I am wont to do, and before I get started I'd like some input from y'all on some things.

To start, I've been using Oblivion XP Update for all of my leveling needs, and I love it for the control it gives me over where I put my attributes, but I miss the skill-use leveling of the original game. I've used Realistic Leveling before in the past, too, and that also addresses the problems I have with vanilla Oblivion's leveling system, but I'd still prefer a system where I get to make a choice in where my attributes grow. I guess my ideal leveling mod would be something where I level skills naturally (I'll be using Fundament to improve that aspect), and then on level-up I get to distribute attribute points just like I would in Oblivion XP. (Basically, almost exactly like Daggerfall's leveling system :P) Are there any mods or configurations of mods that would allow that?

And the other half of this thread, mods that make the game prettier without a significant performance hit. Let's assume the extent of "performance hit" I'm talking about is http://www.nexusmods.com/oblivion/mods/19628/? set to it's most basic settings (windows light up at night, no chimney smoke). What kind of a performance hit does All Natural have?

I'm stuck playing this game on a cheesy laptop, but I've always been able to eke out enough performance to run it smoothly. In fact, I'd say graphics take a backseat to NPC business in terms of what hits my performance the most in Oblivion. (Some areas like Kvatch are absolute nightmares, though). I already know a lot about improving Oblivion's performance, but I'm open for more suggestions of that nature in this thread, too.
