I'm encountering a leveling problem when I send one of my vault dwellers to the wasteland. He's currently stuck on Level 40 and the experience bar is maxed out. No matter what he attacks, he will not go past Level 40. Any ideas to fix this problem?

Try putting him in a production room for a bit to see if he ranks up that way.
