Hey guys

I've just reached a high level on my character, however i've now found that every bandit has full deadric armour which is just weird and a bit game-breaking for me. I've read around that you can stop this with level scalers, but I just can't find any. Could any1 tell me which is the best one in their views and give me a link please?
