I was going through the screenshots of Skyrim and when I looked at the Leveling Up screen I noticed something.. There is a Wizard in the Clouds in the background, what does this mean? will it show the strongest ability we have? example - Wizard = Magicka.

I think it has been confirmed that there is no Birthsigns.

There's three nebulae now pertaining to the Mage, the Warrior, and the Thief. Because the destruction skill was highlighted, you see the Mage in the background. I don't even remember where this info came from, but I know I read about it.

I'm pretty sure there's still birthsigns. There's three nebulas that have been confirmed in Skyrim, which are the Guardian Signs - the Thief, Warrior and Mage. All the other birthsigns currently are and always have been minor subsidiaries of those three.
