Leveling system questions

Hello I am new to the fallout games fallout 4 will be the first one I've played and after looking at the current perk chart I have a few questions about the general leveling system and how it ties into perks. From what I understand so far you unlock higher and better perks under each S.P.E.C.I.A.L category based on the stats that you pick at the beginning of the game. For example if you have 6 points in strength you can only have the 6th tier buff and all buffs under that for strength for the rest of the game. So if I put 4 into everything I will never get any good perks only the level 4 and below for each stat. Is this the actual system or not

You can use your perk points to increase your SPECIAL stats as well.

Yep. Those starting all 4's in your SPECIAL stats do not necessarily have to be a permanent state of affairs.

There is also bobbleheads and maybe implants that can increase your SPECIALs as well. There is certain clothing that can increase your SPECIALs as well, but I don't they will affect which perks you can level up. When people say that it takes 42 levels to max all your SPECIALS, they are not including collecting bobbleheads.

We don't know if bobbleheads are anything other than decorations this time around.... Implants are also unconfirmed.

Then why are there Agility, Barter, and Charisma Bobbleheads if they are just decorations? If Bethesda wanted to create them just as decorations, then they could have done the same thing as New Vegas with their snowglobes. It will be very bad for Bethesda to have the Agility Bobblehead and it doesn't affect your agility.

Since the Institute is able to create Synths, then they are able to create implants. However, I said maybe implants since even if implants exist, they could be like the implants from Fallout 2 and Old World Blues where they don't affect the SPECIAL stats.

Yep. You know, I think I will be disappointed if implants aren't in the base game. It seems to me with The Institute being such a potentially huge presence in the game, cybernetic implants would make a lot of sense. Perhaps you could get access to them as a reward for helping The Institute, and find someone who sells them illegally if you are fighting against or just don't care to get involved with The Institute.

It's better to report the facts, than to go on assumptions. Do they effect stats? Possibly, do we know for a fact that they do? No, we don't. They may possess the ability to create implants, but again, we can't just automatically assume that implants are in. I'm not saying they aren't in... but to the best of our knowledge, they aren't.

Can you imagine the amount of outrage that would be caused by people going after Bobbleheads that are just decorations? Bobbleheads have been established as more than just decorations in the Fallout universe. Fallout 3 has set a precedent for Bobbleheads in future Fallout games. If Bethesda wanted to add some collectible decoration, then they could have used snowglobes, spoons, plates, or some other type of collectible not Bobbleheads.

I really doubt there'd be much outrage over that; you'd discover that they're only decorations (and possibly worth money) rather soon, after all. Also, bobbleheads boosting stats was one of the stupidest gameplay ideas in FO3.

stupid and gimicky, yes I will give you that. BUT and this a a big but, they are part of the fallout universe and you can bet your nuka cola that bobbleheads will raise specials and advance perk ranks.

One of the first mods I'll download will be to turn Bobbleheads into just collectables and slow experience gain. One of the biggest long term problems in Bethesda games, at least in the past, is that the player character tends to outgrow the game and become too powerful too quickly. I can do without things that accelerate the rate at which my character becomes more powerful, be it bobbleheads or skill books.

I don't even like the fact that higher intelligence makes you gain experience faster. For me, that's a disincentive to raising the stat ... though I imagine some of my favorite perks will require it so avoiding intelligence won't be an option.

doesn't look like that will be a problem this time. the higher you get, the more experience it takes to gain the next level. and being that you'll need nearly 300 points to gain everything, it's going to take quite a while to reach god mode.
