I just bought fallout 4 and i know that there is no level cap but does that mean you can have unlimited skill points to spend

There aren't skills or skill points like in the previous games, but if you mean perk points then yes. But so far the average level people reach the endgame at is around 50, and I've never seen a metagamer leveled very far beyond 100... and you'd need 260 or so levels in order to max out everything. So choose wisely.

Yep, no skill points in Fallout 4.

Every time you gain a level, you get a perk point that you can use to choose a perk, or increase your SPECIAL. I believe if you want to fully max out your character to get every single perk and max SPECIAL you need to be level 200.

There is no limit to your character level, i.e. no limit to XP, but there are only a finite number of perks to be had, and each perk has a max level (from 1 to 5).
