If we do have Levitation, it should constantly drain a large amount of Magika, and have a large cooldown effect in order to prevent abuse

And it should only be attainable after getting level 100 in Alteration, and perhaps completing a special quest.

i dont think we'll get it the worlds still in cells albeit more open the oblivions there cells none the less

If you want to levitate open the console and write tcl
That command activates levitation mode (and it also let's you go through walls, would you want to)

Levitation was never overpowered and needs no tweaks. Most certainly not constantly draining mana or such nonsense.
All it needs is enemy AI being able to deal with it.
