Lighting Bug Driving Me Crazy, Please Help?

So I've had Skyrim for a pretty long time, and I really enjoy playing it. I come across the occasional minor bug, but it is never game breaking and might just be funny. Anyway, I've been having the same lighting bug ever since I bought the game, and it’s driving me crazy. I've turned off all of my mods (both one at a time and all at once), and it doesn't affect the glitch occurring. I have not been able to find any other instance of this happening to someone else, and I've looked pretty hard.

Essentially, in areas where either the lighting is coming from a hole in the roof, or my character walks under trees or in foliage, the lighting bugs out. It flickers and sometimes I even see this very faint grid-like pattern shifting around. For clarification, I have a video, but the forum won't let me link it here.

I have an ATI Radeon HD 3800 Series graphics card. If you need any other information, I would be glad to provide it.

Any help on this would be extremely appreciated, as it is distracting and takes away from the game play experience. Thanks!

What mods are you using?

ENB series?

Try this: disable all your mods (DLC can remain checked), rename these folders in data folder: textures, meshes, scripts, interface, shaders (if there is one), remove enb series if you are using it (rename the d3d9.dll file), disable SKSE mods,

and backup then delete the 2 .ini files (Skyrim.ini and Skyrimprefs.ini). The game will remake the 2 ini files. Start the game up and Start a new game. Dont load a save. See what happens.

ALso run a game cache verify for good measure.
