LIGHTING : Ground Render Issue

This may be the wrong place to ask, but I figured I'd give it a whack.

Before I started making a lighting mod, I used FELLOUT and an extended PIP-BOY light which effectively increased the PIPBOY light radius by about two-fold. I noticed that, on occasion, a ground texture would "pop" on as I walked around.

Further investigation lead me to conclude that it happened more often with uneven surfaces and/or barrel fires. Sometimes the "lit-texture" would pop-on when turning and sometimes when moving forward. At some point a mod-author, when asked about this, said it was something about VERTEX shading and that it was a game-engine problem.

Now that I've gone ahead and added more lights to the MOJAVE in order to get "better" lighting for mods like Fellout (night-darkening mods) I've found that this issue has popped up again.

I have done everything I can to prevent light radii from overlapping. I have also maintained "vanilla" default light radius settings. But, I'm not entirely sure that it's an overlapping light issue given that a simple "extended PIPBOY light" can also cause the problem. It seems more like a problem with light "hits" a particular polygon "incorrectly"...

So then, what am I asking?

Well, what, if anything can be done about it?

Is it a failing of the game-engine or is it correctable in any way?

GECK's debugger offers no insight (no 'red' in the window) so I can't tell when lights may be an issue until I'm in-game.

Even random thoughts any of you might have might be helpful.
