Linguistics Question From A Non-Linguist

I am terrible at languages. I am a dumb American :)

My brain just does not function that way. I lived for 3 years in Northern Germany while in the US Army, but learned only, at best, a smattering of German while there. I am proud that I can recall a simple line in German from my head start class.

"Gehen sie gerade aus. Erste strasse links." Basically saying, Go straight, then take a left at the first street.

Now, my question is about foreign (to me) films. In America, when we want a character to be foreign, other than using an actual language, we give them accents. The Germans saying things like "Vee haf vays of makink you talk!" is a bit outlandish, to me. I am curious if in foreign countries, when, for example, a French film depicts a Russian character, is there a Russian accent to the French language? Or since we have a few Swedes here, is there a Spanish accent to the Swedish language?

The reason I ask is that I adore languages. I enjoy immensely playing with the English language. I am envious of those who are mulit-lingual. It is hard for me to wrap my head around how things are portrayed in other countries, since America has such influence on the rest of the world.

Any thoughts?
