I think if you pick a dead money perk at level 2 before leaving goodsprings (Light Touch for example) and when leaving Goodsprings after, you are prompted if you are happy with your character, or if you want to edit it. If you edit it, you get to re-do your skill points and pick a new perk for level 2. But you will still have the dead money perk that you took before. So you would be getting 2 perks for level 2.

This is pretty much the only glitch I know about or used in the past. Other then the fake reloading, just using the hot key to re-equip your weapon each time after using, instead of reloading manually. You get less wear on your guns that way.
